The "Protection of the Harbour Ordinance" was enacted on June 30, 1997 which provides a presumption against reclamation in the Harbour. Under the Ordinance, the central harbour is to be protected and preserved as a special public asset and a natural heritage of Hong Kong people.
However, in the draft Central District (Extension) Outline Zoning Plan exhibited in May 1998, it was proposed to reclaim an area of about 38 hectares in the Central Wanchai waterfront, of which about 9 hectares were designated to "Commercial" purposes. This means that the width of our harbour will be reduced to 895 metres and the harbour channel will be surrounded by high-rise buildings.
There are significant public concerns. 73 objections to the Draft Plan from different sectors of the community had been lodged. The hearing of the objections by the Town Planning Board is scheduled in the first quarter of 1999. Swire Properties objects to the Draft Plan and proposes a new vision of the Central Waterfront which is detailed in the rest of this web site. |
