In expanding the focus of the study, several 'windfall' gains, which fall outside Swire’s submitted proposal, were identified for wider consideration. These include an opportunity:

  • to create a new urban lifestyle by the rehabilitation of the former Kai Tak nullah and by returning 10 hectares of the former runway to the Harbour, thereby creating valuable waterfront residences in a spectacular island archipelago design. This is part of a feasible refinement to the South East Kowloon Development

  • to develop a world-class Cruise Terminal, without reclamation, on West Kowloon without any delay

  • to enhance Victoria Park with an extension to the waterfront by submerging the proposed Central/ Wanchai bypass in a tunnel

  • to provide a new Legislative Council chamber in Central as part of a new civic corridor
