  The Civic Corridor

The centre of the plan is a grand civic corridor and government centre overlooking Victoria Harbour. The courtyard of this civic centre extends under the waterfront boulevard to an elegant civic plaza at the water's edge. The great twin towers and civic lobby space overlooking this plaza would create a striking city landmark viewed from across the water in Kowloon. The plan proposes:

  • a series of below-grade retail concourses between the Admiralty MTR Station and the civic plaza

  • a major ceremonial pier for special events and visiting naval vessels, anchoring the end of the corridor.
