  • extend the current urban pattern throughout the waterfront causing signature buildings to be lost among new development

  • block views and separate the water's edge from the existing central district

  • fill in one of the potentially most spectacular waterfront park sites in the world

  • fail to capitalize on the historic opportunity to create a striking waterfront at the city centre.
