The archipelago design preserves the runway's existing footprint. Canals intersecting the runway will create more waterfront space and a spectacular series of islands extending into the Harbour, improving viewing areas and creating island neighbourhoods.

A cruise terminal at the end of the runway would obscure the area's historical links with the airport and limit public access to the waterfront. Cruise passengers arriving in Hong Kong would also have to travel through the urban hinterlands of Kowloon before reaching key tourism hubs. To ensure the accessibility of waterfront areas, infrastructure will be located away from the public waterfront or central tourist destinations.
